Ah, actually I decided to follow the youtube video you linked, which turned out to be about Oscar Niemeyer. The moving of Brazil's capital and building a new centralized city for the capital is famous (at least to me). He's a little bit like Pierre L'Enfant, who made the plan for Washington, D.C. I had never seen an interview with Niemeyer before, thanks for sharing.
